Selectmen's Minutes - November 17, 1992

Discussion held on Rte. 58.  Chairman read a letter sent to Mr. Gil Alegi, State Construction Engineer, on November 11 from the Executive Secretary.  Chairman pointed out that as a result of this letter Mr. Nugent, Mr. Harris, held a meeting with Mr. Alegi on November 17.  Also present were Vincent DeQuattro and Albert Todesca and the Foreman Edward Ferreira.  Again Mr. Nugent explained to the Board that he pointed out in detail the issues which were mentioned in his letter.  The State seemed to be in agreement with the concerns of the Town and after discussion it was agreed by all parties that the contractor would be allowed to move another 4000 feet on Liberty St. which would bring him to the beginning of Spring Street.  While the grinding was ongoing, the contractor would continue to look at the following work items.  Raising drainage and catch basins in those low areas along the entire length of the roadway, grading and preparing for pavement all driveways and roadway entrances from the Monponsett line through and to include Shaw's parking lot, correcting all potholes along the roadway, preparing to address the railroad crossing in Monponsett, first consulting with the MBTA.  The contractor agreed to bring in an additional grader and work to clear the debris from the sides fo the road.  It was agreed that we would meet the beginning of the week just after Thanksgiving to assess the progress the contractor has made.  If significant progress has been made, we may extend some grinding and try to push the job as far as possible.  All parties did agree the biggest factor concerning the progress would be the weather.  The Town and the State agree that the contractor at some point will have to put down a skim, or levelling course of asphalt along the appropriate areas which are not completed in preparation for the winter months.  Mr. Marini, represented several business owners along 58 addressed many of their concerns.  He stressed the cooperation in helping to keep businesses open and minimize the impact of construction.  Mr. Nugent explained that he would contact Mr. Marini some time during Thanksgiving week and let him know when the engineer and the contractor were sitting down again to discuss the roadwork, although it is not an open public meeting Mr. Nugent stated he felt it would not be detrimental to have a representative of the business community there.  

Selectman Frisoli presented the budget tracking sheets for the month of October.  He discussed separately the Police operation, Fire operation, Highway and Town Hall.  It appears that for the most part the tracking is working out well.  

Finance Committee, represented by Paul Vaitkus and Bob Sutter,  asked several questions concerning the tracking process and the votes taken at the October Town Meeting.  Mr. Frisoli indicated that the amendments due to votes taken at the October Town Meeting would be reflected in forecast adjustments on the November sheets.

Board discussed the Disability Committee, the Capital Improvement Committee and the Central Purchasing Committee, inviting people with appropriate backgrounds to submit their names for consideration.  Board would like to appoint members to the Disability Committee and Central Purchasing committee during the first week in December.  The Capital  Improvement Committee may be held until the bylaw change is approved by the Attorney General's office.  

Board addressed Thanksgiving closing relative to the Clerical Union and the those persons under Wage and Personnel in the Town Hall.  Motion by Murdoch, 2nd Frisoli to close the Town Hall for the Clerical Union on Wednesday prior to Thanksgiving.  4-0 vote.  It was agreed by consensus that the Exec. Sec. would deal with the management people as in past years by offering a floating holiday.  However discussion did tend to agree that it may be worthwhile to offer people the Wednesday prior to the holiday as well.  

The Chairman read an announcement on the ground breaking ceremony Park St. Bridge, Dorchester, for the MBTA railroad.  Announcement in office should any wish to attend.  

Chairman also indicated that the Board is looking to appoint a volunteer to serve as local review coordinator with the MBTA through the construction process.  One person has stepped forward, and he is asking for other volunteers to make themselves known.  Board would hope to appoint someone 11/24.
